Malaysia, Russia to sign MoU on SMEs

KUALA LUMPUR: Malaysia and Russia expect to sign a memorandum of understanding (MoU) this September which would enhance economic ties between the two and see their joint cooperation in supporting the development of their respective small and medium-sized enterprises (SMEs).

A statement issued by the SME Bank (Russia) yesterday, said the MoU would be signed by Russia’s State Corp Bank for Development and Foreign Economic Affairs (Vnesheconombank), SME Bank and Malaysia’s SME Bank during the APEC Business Summit on Sept 7-8 in Vladivostok, Russia.

Under the MoU, the parties will cooperate in providing informational and consultative support for SMEs in Malaysia and Russia via the three banks, as well support import and export activities between the two, and activities within Russian-Malaysian agreements.

KUALA LUMPUR, Aug 28 (Bernama) -- Malaysia and Russia expect to sign a Memorandum of Understanding (MoU) this September which would enhance economic ties between the two and see their joint cooperation in supporting the development of their respective small and medium sized enterprises (SMEs).

A statement issued by the SME Bank (Russia) Tuesday, said the MoU would be signed by Russia's State Corporation Bank for Development and Foreign Economic Affairs (Vnesheconombank), SME Bank (Vnesheconombank Group) and Malaysia's SME Bank during the APEC Business Summit this September 7-8 in Vladivostok, Russia.

The MoU will be signed by Vladimir Dmitriev, chief executive officer (CEO) of Vnesheconombank, Sergey Krjukov CEO of SME Bank (Russia) and Datuk Mohd Radzif Mohd Yunus, managing director of SME Bank Malaysia.

Sergey Krjukov said the move will provide new tools for the development of SME, a major factor of economic growth in both countries.

"We would focus on exchange of experience in the area of innovative, hi-tech and modernisation-related projects of SMEs both in Malaysian and Russia," he said in the statement.

Under the MoU, the parties will cooperate in providing informational and consultative support for SMEs in Malaysia and Russia via the three banks, as well support import and export activities between the two, and activities within Russian-Malaysian agreements.

Meanwhile, the APEC summit, being held for the first time in Russia, will see over 700 representatives from major companies of the Asia Pacific region participating in the forum.

Raja Muda Perlis Tuanku Syed Faizuddin Putra Jamalullail selaku Yang Dipertua MAIPs menerima zakat perniagaan itu yang disampaikan Pengarah BSN Kedah/Perlis, Abdul Rani Saad.

Penyampaian zakat itu diadakan sempena program Hijrah Minda MAIPs yang diadakan di Masjid Bukit Chabang dekat sini. Turut hadir pada majlis itu ialah Ketua Pegawai Eksekutif MAIPs Abdul Malik Hussin.

Sempena majlis itu, Tuanku Syed Faizuddin turut berkenan menyampaikan sumbangan sara hidup MAIPs dan bencana alam kepada 11 penerima di samping menyumbangkan karpet kepada surau Kampung Masjid.

Ketika bertitah di majlis itu juga, Raja Muda Perlis mengingatkan rakyat yang akan pulang berhari raya di kampung supaya mengutamakan keselamatan di jalan raya dengan memandu secara berhemah.

SME Bank sukuk issuance oversubscribed 5.9 times

In a statement ysterday, the bank said this reflected the investors’ confidence for SME Bank to play a greater role in supporting the government agenda to boost small and medium enterprises as engines of economic growth.

“The seven- and 10-year sukuk were priced at 3.60% and 3.69% respectively, with a spread of 28 basis points over the equivalent Malaysian government securities,” it said.

SME Bank said the all-in yield was the lowest for a government-guaranteed issuance in 2012 to date.

The bank mandated AmInvestment Bank Bhd, Kuwait Finance House (M) Bhd and Maybank Investment Bank Bhd as the joint lead arrangers and joint lead managers.

It also appointed Kenanga Investment bank Bhd, MIDF Amanah Investment Bank and RHB Investment Bank Bhd as co-managers. – Bernama

Dalam satu kenyataan pada Isnin, bank itu berkata ini menunjukkan keyakinan pelabur untuk SME Bank memainkan peranan yang lebih besar untuk mendorong perusahaan kecil dan sederhana sebagai penjana pertumbuhan ekonomi.

"Sukuk tujuh dan 10 tahun adalah pada 3.60 peratus dan 3.69 peratus setiap satu, dengan 28 mata asas melebihi sekuriti kerajaan Malaysia pada nilai yang sama," katanya.

SME Bank berkata hasil keseluruhan itu adalah yang paling rendah bagi penerbitan dijamin kerajaan pada 2012 setakat ini.

Bank itu memberi mandat kepada AmInvestment Bank Bhd, Kuwait Finance House (M) Bhd dan Maybank Investment Bank Bhd sebagai penyusun utama bersama dan pengurus utama bersama.

Bank Rakyat Masjid Tanah Branch Operating As Usual Today Despite ATM Break-In Bid

KUALA LUMPUR, Aug 13 (Bernama) -- Bank Kerjasama Rakyat Malaysia Bhd (Bank Rakyat) Masjid Tanah branch in Melaka is operating as usual today despite an attempt to break into its automated teller machine (ATM) yesterday.

The bank had received endorsement from a qualified structural engineer that the bank's premises was safe for banking and financial operations.

The bank said customers can do all transactions on the first floor except the Al-Rahnu Islamic pawnbroking scheme transactions which would only start st 2 pm today.

Cash withdrawals from the ATM would start tomorrow, it said in a statement.

The bank apologised for the temporary setback as repair work was in progress for customers' convenience.

SME Bank to start knocking on doors

KUALA LUMPUR: SME Bank Bhd will go knocking on small and medium enterprises' (SMEs) doors to collect debts.


This is part of the bank's measures to manage loan delinquency and rehabilitate bad debts.

"With engagement, we believe SMEs will voluntarily come to us, so we can help them," said managing director Datuk Mohd Radzif Yunus.

SME Bank is targeting to lower its non-performing loans (NPLs) to between 14 and 15 per cent this year.

Last year, the bank managed to shave off the bad debts from 22 per cent to 16 per cent.

Radzif said this year will be more challenging than the bank had anticipated, due to the economic climate.

"Insyaallah (God-willing), we're containing it (NPL) with a multi-pronged approach," he said.

He said the first measure is loan rehabilitation, as most of the abandoned projects are near completion.

"Secondly, in dealing with collection, we are more aggressive. Thirdly, we establish a committee on best practices to manage delinquency and NPL. And fourthly, we look at balance sheet and assess which debts can be rehabilitated via SPV (special purpose vehicle," he told Business Times in an interview.

SME Bank wants to eventually achieve the NPL rate similar to the industry average, where the net NPL rate for DFI (development financial institutions) is two per cent.

"We'll try to achieve it by 2015," he said.

Besides improving the delinquency and NPL rate, the bank's other plans for this year include strengthening its balance sheet and loan growth; enforcing the foundation of the bank and improving process delivery.

"Internally, we want to improve staff capability and on the development side, we will strengthen our relations with customers and be more engaged with them," he added.

For this year, SME Bank is targeting an eight per cent loan growth to RM4.2 billion, from RM3.9 billion last year.

Radzif said since the bank's inception seven years ago, it had received total applications of RM36 billion, while the approved loans amounted to RM13 billion.

The bank now has about 8,000 customers, mostly by loans. They come from tourism and manufacturing sectors.

"In future, the client base will be based on sectors under NKEAs (National Key Economic Areas)," he said.

This means the bank will channel most of the financing to SMEs within five areas in the NKEAs, namely oil and gas, healthcare, education, services and construction.

PETALING JAYA - Lembaga Tabung Haji menyasarkan agihan zakat berjumlah RM1.3 juta kepada lebih 2,600 orang golongan asnaf di seluruh negara sempena bulan Ramadan.

Pengarah Urusan Kumpulan dan Ketua Pegawai Eksekutif Tabung Haji Datuk Ismee Ismail berkata Tabung Haji sentiasa beriltizam untuk menggalas tanggungjawabnya dengan baik terutamanya dalam soal pembayaran zakat ke setiap negeri.

"Program tanggungjawab sosial korporat yang dilaksanakan oleh Tabung Haji juga memperlihatkan sifat prihatin dan tanggungjawab terhadap keperluan masyarakat Islam setempat khususnya golongan asnaf," kata beliau pada majlis berbuka puasa dan sumbangan Aidilfitri kepada 500 orang golongan asnaf di sini, hari ini.

Penerima sumbangan pada hari ini terdiri daripada orang kurang upaya, warga emas dan ibu tunggal yang dijemput khas dari sembilan daerah di Selangor.

Selain diraikan dalam majlis berbuka puasa, mereka turut menerima sumbangan wang tunai RM500 seorang.

Majlis ini adalah anjuran terbesar bagi tahun 1433H dan merupakan antara siri program Ihya Ramadan yang dianjurkan Tabung Haji di seluruh negara.

Sebelum ini, Tabung Haji menganjurkan majlis pengagihan zakat kepada golongan asnaf di Melaka, Negeri Sembilan, Pulau Pinang, Perlis, Perak, Kelantan dan Sabah.

Pada awal tahun ini juga, Tabung Haji membayar zakat berjumlah RM10 juta kepada pusat zakat Selangor.

Selain program Ramadan, Tabung Haji turut melaksanakan program tanggungjawab sosial korporat yang lain untuk manfaat dan kesejahteraan komuniti Islam setempat khususnya golongan asnaf seperti program pembinaan rumah, kesihatan serta pendidikan di setiap negeri di seluruh Malaysia. - Bernama

Kejadian yang berlaku kira-kira pukul 3.20 pagi itu menyebabkan dua mesin ATM dan sebuah mesin deposit tunai (CDM) itu serta sebahagian bangunan bank tersebut rosak teruk.

Ketua Polis Daerah, Supritendan Umar Ali Saifuddin Shaharudin berkata, bahan letupan yang digunakan penjenayah itu bagaimanapun gagal merosakkan bahagian peti simpanan wang di ketiga-tiga mesin tersebut.

"Kumpulan penjenayah ini dikatakan memasang sejenis bahan letupan di salah sebuah mesin ATM.

"Walaupun mesin itu meletup dan rosak teruk namun bahagian wang tunainya tidak terjejas menyebabkan mereka gagal melarikan wang," katanya ketika dihubungi di sini hari ini.
Tambah beliau, menurut saksi, jenayah itu dilakukan empat lelaki menaiki dua motosikal dan polis sedang memburu kesemua suspek.

Selain itu katanya, siasatan turut dilakukan terhadap jenis bahan letupan yang digunakan.
Menurut Umar Ali, siasatan kes ini dijalankan mengikut Seksyen 457 dan 436 Kanun Keseksaan serta Seksyen 8 Akta Bahan Letupan 1957.

Beliau meminta kerjasama orang ramai yang mempunyai maklumat berhubung kejadian supaya menghubungi balai polis terdekat dengan segera bagi membantu siasatan.

Rompak bank guna bom

Alor Gajah: Sebuah bank di Masjid Tanah di sini, hampir musnah dibom sekumpulan lelaki yang dipercayai mahu melarikan wang dari mesin juruwang automatik (ATM), awal pagi semalam. Kejadian di Taman Bandar Baru, ketika kebanyakan penduduk perumahan itu bersedia untuk bersahur, kira-kira jam 3.30 pagi disedari selepas terdengar letupan kuat.

Penduduk, Mohd Nazirul Mohd Nor, 26, yang tinggal berhampiran lokasi berkata beliau terkejut mendengar letupan kuat itu yang pada mulanya disangka guruh.

“Saya sedang berbual dengan abang, Mohd Nizam, 33, sementara menantikan waktu sahur sebelum tiba-tiba rumah kami bergegar akibat letupan itu.

“Saya meluru keluar dan melihat struktur bank itu hampir musnah. Serpihan kaca pecah berselerak di kawasan bank,” katanya ketika ditemui semalam.

Ketua Polis Daerah Alor Gajah, Superintendan Umar Ali Saifuddin Shaharuddin, berkata, siasatan awal mendapati, empat lelaki menunggang dua motosikal cuba merompak bank berkenaan menggunakan bahan letupan bagi melarikan wang dari mesin ATM.

“Mereka dipercayai mensasarkan tiga mesin (ATM) di situ dengan dua daripadanya adalah mesin pengeluaran wang dan satu lagi mesin deposit tunai, namun letupan kuat itu menyebabkan penjenayah berkenaan melarikan diri,” katanya.

Exim Bank managing director and chief executive officer Datuk Adissadikin Ali said there were already several Malaysian contractors who had already invested in infrastructure projects namely in Indonesia, Laos and Vietnam.

“We have capable contractors and the infrastructure, and the region provides us with a more viable market as we are familiar with the legal system and economy here, as compared with the other side of the world,” he told a press conference after the signing ceremony.

He said the Exim Bank had discussed with the Economic Planning Unit of the Prime Minister's Department and identified possible projects, mostly in the construction industry, under the ambit of the Indonesia-Malaysia-Thailand Growth Triangle (IMT-GT), and expected them to come onstream within two years.

Meanwhile, Arjun Goswami, ADB director for regional cooperation, South-East Asia Department, said the less developed areas in Asean were growing at a fast rate while the middle-income side of the region still had potential to absorb substantial infrastructure projects.

“The region's infrastructure needs over the next 10 years are estimated between US$700bil and US$750bil; therefore there is still a huge gap (to be filled).

“Malaysia has strategically taken the view that it is supporting infrastructure development in Asean through the development of the Asean Infrastructure Fund (AIF), whereby it is a major contributor, major shareholder and co-chair of the board,” Goswami said.

The AIF offers much opportunity for Malaysian companies to be involved in the new generation of cross-border regional projects, with the assistance of Exim Bank Malaysia.

ADB would assist Exim Bank Malaysia in bolstering its capacity, knowledge support and project development preparation to support key areas of the 10th Malaysia Plan and the Economic Transformation Programme. - Bernama

Exim Bank managing director and chief executive officer Datuk Adissadikin Ali said the government-owned bank had the potential to bag future construction projects in Asia, leveraging on ADB's experience in funding various infrastructure developments involving some of its 67-member countries.

"Malaysian contractors are already investing in infrastructure projects in Indonesia, Laos and Vietnam and they are able to go further in Asia," Adissadikin said here yesterday.

He said together with ADB's expertise in tackling market risks, project financing, due dilligence and diverse legal issues, Exim Bank would be able to penetrate new markets in Asia.

Adissadikin said Exim Bank and the Economic Planning Unit of the Prime Minister's Department had identified construction projects in the Indonesia-Malaysia-Thailand growth triangle, which has funding opportunities for local contractors.

Meanwhile, ADB director for regional cooperation (Southeast Asia department) Arjun Goswani said the less developed areas in Asia were growing at a fast rate and the middle-income side of the region still had potential to absorb susbstantial infrastrucutre projects.

KUALA LUMPUR 10 Ogos - Exim Bank Malaysia Bhd. (Exim Bank) menandatangani Perjanjian Bantuan Teknikal (TA) dengan Bank Pembanguan Asia (ADB) bagi membolehkan ia meningkatkan kapasiti setaraf amalan antarabangsa terutama dalam bidang pengurusan risiko dan analisis risiko projek.

Menurut Pengarah Urusan dan Ketua Pegawai Eksekutifnya, Datuk Adissadikin Ali, Exim Bank bakal mendapat bantuan teknikal daripada ADB yang mempunyai kepakaran dalam membuat pernilaian pembiayaan selain keupayaan memahami risiko-risiko pasaran.

"Kami menyediakan pembiayaan kepada syarikat-syarikat Malaysia yang mempunyai projek di rantau Asia.

"Namun disebabkan faktor risiko pasaran dan kredit berikutan perbezaan undang-undang dan sebagainya, kami memerlukan ADB yang lebih berpengalaman di rantau ini untuk memberi bimbingan kepada kami," katanya pada sidang akhbar selepas menandatangani perjanjian tersebut di sini hari ini.

Perjanjian yang berlangsung selama setahun itu adalah permintaan kerajaan Malaysia dan merupakan salah satu kerjasama dengan ADB di bawah Strategi Kerjasama Interim Negara (ICPS) yang dimeterai pada 2011.

Menurut Adissadikin, selain bantuan teknikal, banyak yang boleh diterokai menerusi kerjasama dengan ADB terutama dalam sektor pembinaan infrastruktur di negara-negara kurang membangun di rantau ini.

"ADB akan membiayai negara-negara yang mahu melaksanakan projek pembangunan dan pada kebiasaannya projek-projek tersebut akan ditender secara terbuka, di sinilah kontraktor-kontraktor Malaysia mempunyai peluang untuk menyertai projek-projek tersebut.

"Exim Bank pula akan memberi pembiayaan kepada kontraktor tempatan yang telah mendapat projek tersebut, jadi kita tidak perlu pergi jauh sebaliknya kita perlu mengambil peluang ini terutama apabila kita lebih memahami sistem perundangan, ekonomi dan cara mereka bekerja," kata Adissadikin lagi.

Tambah beliau, pasukan Exim Bank sedang berurusan dengan kontraktor-kontraktor tempatan yang terlibat dengan projek-projek di rantau ini terutama di bawah Kerjasama Segitiga Pertumbuhan Indonesia, Malaysia dan Thailand (IMT-GT) dan Kawasan Pertumbuhan Asean Timur Brunei-Indonesia-Malaysia-Filipina (BIMP-EAGA).

Beliau menjangkakan projek-projek tersebut akan direalisasikan dalam tempoh dua tahun lagi.

Menurut Prinsipal Malaysia, Brunei dan Singapura, ADB, Jin W. Chyn yang hadir mewakili bank tersebut memeterai TA, terdapat permintaan yang bernilai kira-kira AS$700 bilion (RM21. trilion) hingga AS$750 bilion (RM22.5 bilion) terhadap pasaran pembinaan di peringkat serantau terutama dalam bidang infrastruktur.

Pengarah Urusan dan Ketua Pegawai Eksekutif Exim Bank Datuk Adissadikin Ali berkata beberapa kontraktor Malaysia sudah pun melabur dalam projek-projek infrastruktur di Indonesia, Laos dan Vietnam.

"Kami mempunyai kontraktor berkeupayaan dan infrastruktur, serta rantau ini menyediakan kami dengan pasaran yang lebih berdaya maju memandangkan kami sudah biasa dengan sistem perundangan dan ekonomi di sini, berbanding tempat lain di dunia," katanya pada sidang media selepas majlis pemeterian itu.

Beliau berkata Exim Bank sudah berbincang dengan Unit Perancang Ekonomi Jabatan Perdana Menteri dan mengenal pasti projek-projek berdaya maju, kebanyakannya dalam industri pembinaan, di Segi Tiga Pertumbuhan Indonesia-Malaysia-Thailand (IMT-GT), dan menjangkakan ia dilaksanakan dalam tempoh dua tahun.

Sementara itu, Arjun Goswami, Pengarah Kerjasama Serantau, Jabatan Asia Tenggara ADB, berkata kawasan yang kurang membangun di Asean kini berkembang pada kadar yang cepat manakala kawasan berpendapatan sederhana masih mempunyai potensi untuk menyerap projek-projek infrastruktur yang lebih besar.

Dalam kenyataannya, bank itu berkata, Aslah Ria mula ditawarkan sejak 9 Julai 2012 menawarkan kadar keuntungandi antara 3.30 peratus sehingga 4.08 peratus, iaitu antara yang terendah di pasaran.

Jumlah pembiayaan maksimum adalah sehingga RM200,000 dengan tempoh pembayaran balik selama 20 tahun.

"Permohonan pelanggan akan diproses dengan cepat bagi membolehkan pembiayaan ini dinikmati dengan segera.

Pelanggan juga tidak dibebankan dengan sebarang caj tambahan seperti yuran proses, tempoh pegangan, bayaran penalti sekiranya pembiayaan dijelaskan awal, bayaran komisen ejen dan deposit sekuriti," katanya.

BANK Rakyat dianugerahkan Bank Islam Paling Menguntungkan 2010/2011 oleh Association of Islamic Banking Institutions Malaysia (AIBIM).

Menerusi satu kenyataannya, bank itu berkata, Anugerah disampaikan Pengarah Jabatan Perbankan Islam dan Takaful, Bank Negara Malaysia, Wan Mohd Nazri Wan Osman, kepada Pemangku Pengarah Urusan Bank Rakyat, Datuk  Yusof Abdul Rahman, dalam majlis Iftar anjuran Aibim pada 7 Ogos 2012.

Bank Rakyat Institusi Pembangunan Kewangan (DFI) pertama di Malaysia yang laksana perbankanIslam sejak 2003. Penghijrahan operasi Bank Rakyat daripada konvensional kepada Syariah bermula sejak 1993 apabila Bank Rakyat perkenal skim pajak gadai Islam Ar-Rahnu.

Operasi perbankan Islam diperkukuh lagi apabila Bank melancarkan produk perbankan Syariah kepada pelanggan pada Mei 1994. Proses transformasi ini selesai dijalankan pada Disember 2002 apabila Bank berjaya menukarkan seluruh  asetnya kepada berasaskan Syariah.

Sejak itu, Bank Rakyat mula catat keuntungan memberangsangkan dengan rekod peningkatan keuntungansebelum cukai dan zakat sejak milenium kedua 734 peratus.

Anugerah itu disampaikan oleh Pengarah Jabatan Perbankan Islam dan Takaful Bank Negara Malaysia Wan Mohd Nazri Wan Osman kepada Pemangku Pengarah Urusan Bank Rakyat Datuk Yusof Abdul Rahman pada majlis iftar anjuran AIBIM pada 7 Ogos.

Penganugerahan itu mengesahkan pengiktirafan yang turut diterima oleh Bank Rakyat daripada The Banker dalam Laporan 500 Institusi Kewangan Islam Terkemuka 2011 dan The Asian Banker melalui Kedudukan Bank Islam Global pada November 2011.

Bank Rakyat merupakan Institusi Pembangunan Kewangan (DFI) pertama di Malaysia yang melaksanakan perbankan Islam sepenuhnya sejak 2003.

Bank itu merupakan bank koperasi terbesar dengan memiliki aset RM72.48 bilion pada akhir 2011.

Dalam satu kenyataan hari ini, Lembaga Pertubuhan Peladang (LPP) berkata, MoU itu juga meliputi perkhidmatan perundingan serta khidmat nasihat antara Nafas dan Bank Rakyat.

"Melalui kerjasama ini, Nafas akan menerima faedah khidmat nasihat serta latihan dalam membangunkan pelbagai instrumen sistem kewangan, pelaburan dan perbankan berasaskan prinsip-prinsip syariah yang diaplikasikan di Bank Rakyat."

"Kepakaran Bank Rakyat mengurus dana ahli-ahlinya boleh dipelajari dan dijadikan contoh oleh Nafas," katanya.

LPP berkata Simpanan Pertubuhan Peladang Negeri dan Pertubuhan Peladang Kawasan (PPK) boleh dijadikan sumber utama untuk Nafas memulakan program yang turut memberi peluang kepada ahli-ahli yang mampu untuk menyimpan di dalamnya.

GEORGE TOWN, Aug 6 (Bernama) -- Bank Simpanan Nasional (BSN) aims to expand its banking beyond branches (3B) services in Penang by appointing 260 agents by year-end from 57 agents currently.

BSN Director for Penang Mohd Khairil Mohd Nor said the bank had identified potential agents and awaiting point of sale devices to start the banking services.

BSN's 3B is a branchless banking concept, offering financial acessibility to customers, especially in areas without banks. It enables customers to perform banking transactions conducted by authorised agents at retail outlets.

Mohd Khairil said BSN is the first and only bank to introduce such services providing banking channel to under-served customers in the absence of a bank, especially in rural areas.

"BSN is unique because we cater for corporate social responsibility and business," he told reporters after breaking fast with orphans, staff and partners Sunday night.

GEORGE TOWN, 6 Ogos (Bernama) -- Bank Simpanan Nasional (BSN) menyasarkan untuk mengembangkan perkhidmatan perbankan melangkaui cawangan (3B) di Pulau Pinang dengan melantik 260 agen menjelang akhir tahun ini, daripada 57 sekarang ini.

Pengarah BSN Negeri Pulau Pinang Mohd Khairil Mohd Nor berkata bank itu mengenal pasti agen yang berpotensi dan menunggu peralatan titik jualan bagi memulakan perkhidmatan perbankan.

3B adalah konsep perbankan tanpa cawangan BSN yang menawarkan akses kewangan kepada para pelanggan, terutama sekali di kawasan yang tidak mempunyai bank. Ia membolehkan para pelanggan melakukan transaksi perbankan oleh agen-agen yang dibenarkan di cawangan-cawangan runcit.

Mohd Khairil berkata BSN adalah bank pertama dan satu-satunya memperkenalkan perkhidmatan sedemikian yang menyediakan rangkaian perbankan bagi pelanggan yang tidak menerima perkhidmatan bank, terutama sekali di kawasan luar bandar.

Pengarah Urusannya, Datuk Mohd. Radzif Mohd. Yunus berkata, usaha itu adalah selari dengan aspirasi kerajaan untuk menjadikan Malaysia sebagai hab kewangan Islam.

Menurut beliau, DFI itu kini sedang memperkukuhkan model patuh Syariah yang sudah pun dimulakan pada fasa pertama pelan pemulihan Bank SME sejak 2011.

Proses itu dimulakan dengan sistem operasi, teknologi maklumat dan latihan kepada kakitangan Bank SME, tambah beliau.

Katanya, setakat ini portfolio pinjaman Bank SME masih setara di antara produk komersial dan Syariah tetapi menjangkakan ia dapat diselesaikan pada suku kedua 2013.

Harapan saya Bank SME dapat menyediakan produk dan perkhidmatan 100 peratus patuh Syariah pada 2015," katanya kepada Utusan Malaysia.

Mohd. Radzif menambah, peralihan Bank SME kepada patuh Syariah tidak akan menjejaskan peranan dan fungsi bank tersebut.

Sebaliknya, ia bakal memberi ruang dan peluang kepada Bank SME untuk terus membangunkan produk dan perkhidmatan yang diperlukan oleh industri perusahaan kecil dan sederhana.

“Model perniagaan ini diubah supaya ia selari dengan peranan kami sebagai pembangun produk dan penyedia perkhidmatan tertentu.

“Sudah tentu dengan peralihan ini membolehkan kami terus memainkan peranan aktif dalam pembangunan perusahaan kecil dan sederhanar," ujar beliau.

Dalam pada itu, Mohd. Radzif percaya, Bank SME akan terus memainkan peranan dalam Program Transformasi Ekonomi termasuk dalam projek Pusat Pembangunan Bersepadu Penapisan Minyak dan Petrokimia (Rapid) di Pengerang dan Pelaksanaan projek My Rapid Transit (MRT).

Kira-kira 300 pek bubur lambuk, kurma, air mineral dan biskut diedarkan kepada pesakit di Wad Pediatrik PPUM, selain itu turut menerima sumbangan adalah ibu bapa pesakit serta kakitangan di wad sebagai juadah berbuka puasa.

Program Amal Ramadan ini salah satu program tanggungjawab korporat SME Bank bagi meringankan beban yang ditanggung ibu bapa pesakit dan juga sebagai salah satu langkah bagi mengeratkan silaturahim antara badan korporat dan juga pesakit serta kakitangan PPUM.

SME Bank melaksanakan pelbagai program tanggungjawab korporat sepanjang tahun ini di setiap negeri, seperti sumbangan komputer kepada sekolah dan pusat komuniti di luar bandar, memberi bantuan persekolahan kepada anak-anak daripada keluarga miskin, hamper makanan kepada warga emas, ibu tunggal dan golongan kurang kemampuan, sumbangan kepada mangsa kebakaran dan mangsa banjir.

Bank Rakyat to add 10 Ar Rahnu outlets

JOHOR BARU: Bank Rakyat will invest RM2mil to set up 10 Ar Rahnu outlets offering Islamic pawn-broking service next year to offer alternative financing to consumers.

Its southern region head Abdul Lidzam Muhamad Alias said the outlets, costing RM200,000 each, would be opened in Johor, Malacca and Negri Sembilan.

He said the bank so far had identified Pagoh, Sungai Udang and Kuala Pilah for the new outlets.
“With the new outlets, our Ar Rahnu pawn shops in the southern region will increase to 13 outlets,’’ said Abdul Lidzam.

He said this after presenting the bank’s 37,700 business tithes (zakat) to 377 students of SMK Bandar Uda Utama.

Abdul Lidzam said there were now 136 Bank Rakyat branches nationwide, of which 23 were in the southern region comprising Johor, Malacca and Negri Sembilan.

He said the majority of the bank’s Ar Rahnu customers were Malays and Indians and these ethnic groups were known to buy and keep their gold jewelleries for rainy days.

“Most of them pawn their jewellery items to us to raise money for personal loans or to start or expand their small businesses,’’ added Abdul Lidzam.

He said it was better to seek financial assistance from a legal financial institution instead of from illegal money lenders.

Abdul Lidzam said unlike conventional pawn shops where business transactions were done openly over the counter, transactions at Ar Rahnu took place at private rooms.

JOHOR BAHRU 2 Ogos - Bank Kerjasama Rakyat Malaysia Bhd. (Bank Rakyat) merancang untuk membuka 10 buah kedai pajak gadai Islam, Ar-Rahnu di wilayah selatan dalam tempoh dua tahun akan datang.

Kini hanya terdapat tiga cawangan Ar-Rahnu yang beroperasi di wilayah selatan iaitu di Muar dan Ulu Tiram, Johor dan Melaka Central di Melaka.

Ketua Bank Rakyat Wilayah Selatan, Abdul Lidzam Muhamad Alias berkata, tiga daripada 10 premis itu iaitu di Sungai Udang, Melaka; Kuala Pilah, Negeri Sembilan dan Pagoh, Johor dijangka dibuka tahun ini.

"Kita sedang merancang untuk memperluaskan lagi pelaburan pajak gadai Islam Ar-Rahnu di wilayah selatan dengan kos RM200,000 sejajar usaha syarikat untuk mengembangkan lagi perniagaan dalam bidang tersebut.

"Hasil maklum balas daripada tiga kedai Ar-Rahnu yang sudah beroperasi amat menggalakkan," katanya kepada pemberita selepas Majlis Penyampaian Sumbangan Wang Zakat kepada pelajar Sekolah Menengah Kebangsaan (SMK) Bandar Baru Uda di sini hari ini.

Terdahulu, pada majlis itu, Abdul Lidzam turut menyampaikan wang zakat berjumlah RM37,700 kepada Pengetua SMK Bandar Baru Uda, Siti Raudah Moh untuk diagihkan kepada 377 pelajar terpilih di sekolah tersebut.

"Bank Rakyat memperuntukkan sebanyak RM40 juta untuk zakat perniagaan dan daripada jumlah tersebut sebanyak RM15 juta akan diagihkan kepada golongan asnaf seluruh negara," katanya.

MIDF: Banks loans growth moderate in H2

KUALA LUMPUR: MIDF Research continues to expect loans growth in the banking system to moderate in the second half of the year, with the prolonged Eurozone debt crisis and weaknesses in the economic growth of the United States and China.

Loans growth in June was fairly robust at 12.6 per cent year-on-year and it is the fastest pace thus far this year, having risen steadily over the past few months.

"With the strong momentum in business loans growth, we are now expecting the system loans growth to be between 10 per cent and 11 per cent this year, compared to nine per cent and 10 per cent, previously," MIDF Research said in a research note.

It also expects net interest margin (NIM) pressure on banks to continue due to competitive pressure on asset yield and cost of funds.

"Banks are still competing for deposits and that is expected to exert pressure on their cost of funds," the research house said.

Meanwhile, HwangDBS Vickers Research has maintained its 12 per cent loans growth target for this year with Malayan Banking Bhd and Hong Leong Bank Bhd as its top pick.

"The key risk to our forward earnings for banks will be the timing of the Economic Transformation Programme projects and excessive pressure on NIM," it said.

Maybank IB Research also maintained its forecast of 10.5 per cent loans growth this year while making a neutral call on the sector. -- BERNAMA
