40-year journey turned into book - CGC

Catalysing SME Growth is aimed at creating a better understanding of its role among stakeholders, in particular the small- and medium-sized enterprises (SMEs).

The book documents CGC’s role in promoting the growth and development of SMEs through its guarantee schemes over the last 40 years.

CGC initiated the documentation of its 40-year journey to share with all its stakeholders the compelling story of the first fully dedicated SME-support institution in the country, which had shaped the SME sector landscape of Malaysia to a significant extent.

“CGC was established against the backdrop of Malaysian economy that was heavily reliant on volatile primary commodities such as rubber and tin.

“It was during a period of great disparities in income distribution among the populace notwithstanding the problems of poverty and unemployment,” said CGC chairman Datuk Md Agil Mohd Natt.

“A new development strategy was unveiled under the Second Malaysia Plan (1971-1975) aimed at alleviating the problems of poverty, unemployment and economic disparities.

“It was within this economic environment with the country poised for economic restructuring that CGC was established.”

Incorporated on a paid-up capital of RM2.5mil, CGC’s mandated role was clearly defined to assist marginal but potentially viable SMEs in obtaining credit facilities from the financial institutions.

In its formative years, CGC, as a developmental financial institution, played a socioeconomic role in supporting the country’s economic development agenda.

It complemented the banks in financing the SMEs in the agricultural, commercial and industrial sectors with small loans ranging from RM5,000 to RM75,000.

“It approved close to RM12mil of loans in its first year of operation as opposed to an average of RM3bil currently.

“CGC, a Bank Negara initiative, was inspired by similar bodies that were set up by the World Bank and central banks around the world, which had been successful in helping to improve the accessibility to financing by businesses,” said Md Agil.

In the introductory message of the book, Bank Negara Malaysia Governor Tan Sri Dr Zeti said the CGC is a key institutional arrangement in facilitating greater access to financing by the SMEs.

By providing guarantee to loans obtained by SMEs, CGC addresses one of the main constraints of SMEs, that is, the lack of collateral.

Zeti also said CGC had functioned as a key enabler in supporting the growth of SME financing.

By being the link between financial institutions and SMEs, CGC has developed a deep and broad knowledge on the challenges and the needs of SMEs and is well-positioned to leverage on its existing links with the SME community.”

“BNM, as the largest shareholder of CGC, is committed to ensuring that CGC continues to play an effective role in assisting viable SMEs with inadequate collateral and track record through enhancing SMEs’ access to financing,” she said.

Since July 1972, with an authorised capital of RM20mil, CGC had managed 42 guarantee schemes tailored to suit the specific needs of the SMEs in every sector of the economy and has been consistently looking out for innovative ways to improve SMEs outreach especially in the financing of smaller businesses.

To date, CGC has guaranteed a total of RM51.4bil of loans, benefitting over 420,000 SMEs.

“CGC is more commercially-oriented these days which Bank Negara believes is crucial for CGC to maintain its financial sustainability while performing its developmental role effectively,” said CGC managing director, Datuk Wan Azhar Wan Ahmad.

The book launch, held at Sasana Kijang in Bank Negara Malaysia, was attended by about 400 guests.

CGC sets RM2b loan target

CGC managing director Datuk Wan Azhar Wan Ahmad said for the first half of this year, it has guaranteed RM500,000 in loans.

"The first four months were quite slow for us this year because of the general election, but things are picking up now," he said yesterday.

Last year, CGC guaranteed a total of RM1 billion in loans. Over the last 40 years, it has guaranteed a total of RM51.4 billion in loans to more than 420,000 SMEs.

Meanwhile, Bank Negara Malaysia deputy governor Datuk Muhammad Ibrahim yesterday launched CGC's book entitled "Catalysing SME Growth" .

The book is aimed at creating a better understanding of CGC's role among its stakeholders, especially SMEs.

It documents CGC's role in promoting the growth and development of SMEs through its guarantee schemes over the last 40 years.

Wan Azhar said CGC had managed 42 guarantee schemes tailored to suit the specific needs of SMEs in every sector.

He added that the firm has always been consistent in looking out for innovative ways to improve SME outreach, especially in the financing of smaller businesses.

Muhammad Ibrahim also urged banks to lower its financing cost when giving out loans to SMEs as "the current rates imposed are too high at about 10 to 12 per cent average".

He also called for CGC to intensify the promotion of its products to make CGC a household name among SMEs.

He also urged CGC to extend its guarantee to new start-ups and new growth areas like green technology.

Wan Azhar said those suggestions will be looked at closely by CGC to further enhance its role as a vital financial intermediary in the country.

He also said CGC's role and and its contribution to Malaysia's SME growth have been recognised by other emerging countries in Africa and the Middle East.

He said CGC recently signed an memorandum of understanding with a Mongolian credit guarantee firm that will see it guiding the latter on how best to build its guarantee system there.

Next week, it will sign an agreement with Papua New Guinea's credit guarantee institute for the same purpose, said Wan Azhar.

CGC beri manfaat 9,000 PKS baru

Ketua Eksekutif CGC Malaysia, Datuk Wan Azhar Wan Ahmad berkata, melihat momentum syarikat mula meningkat, CGC yakin mencapai sasaran itu menjelang hujung tahun ini.

"Sejak enam bulan pertama tahun ini, CGC berada dalam landasan kukuh untuk mencapai sasaran dalam memberi manfaat menjamin pinjaman bernilai RM2 bilion yang telah mencecah RM500 juta setakat ini," katanya selepas majlis pelancaran buku panduan PKS ‘Catalysing SME Growth’ di Kuala Lumpur.

Menurutnya, perkembangan positif ini menandakan peranan dan fungsi CGC sememangnya penting dalam membantu memacu syarikat PKS untuk lebih berdaya saing dalam membantu memberi jaminan kredit.

Katanya, kadar bayaran balik CGC kepada bank kini adalah 98 peratus jauh lebih tinggi daripada 60 hingga 70 peratus kira-kira 20 tahun lalu.

“Kami mahu mencapai tahap yang mana dengan adanya jaminan daripada CGC, tiada keraguan timbul untuk pinjaman akan dibayar kepada bank. Apabila bank membuat tuntutan, CGC akan membayar penuh kepada pihak bank,” katanya.

Mengulas berhubung perkembangan syarikat, Wan Azhar berkata, CGC turut menyasarkan untuk membuka institusi jaminan kredit di Timur Tengah dan Afrika berikutan minat yang ditunjukkan oleh dua negara itu.

“Minggu depan, CGC juga akan ke Papua New Guinea dan Mongolia untuk menandatangani perjanjian dengan kerajaan mereka untuk menubuhkan institusi jaminan kredit di sana," katanya.

Sejak penubuhannya pada 1972, CGC telah menjamin pinjaman bernilai RM51.4 bilion kepada 420,000 PKS menerusi 42 skim yang disediakan.

Fokus teras perniagaan CGC adalah untuk membantu PKS yang kurang mempunyai cagaran atau tiada cagaran dan rekod perniagaan untuk mendapatkan kemudahan kredit daripada institusi kewangan dengan menyediakan perlindungan jaminan.

Antara usahawan PKS yang telah berjaya di bawah perlindungan jaminan ini seperti Nelson’s Franchise, Kicap Tamin, Minyak Masak Golden Palm dan D’Tandoor.

Managing Director and Chief Executive Officer Datuk Wan Azhar Wan Ahmad said CGC was also looking to do the same in the Middle East and Africa given the interest shown in Malaysia's credit guarantee system.

"Next week I'm going to Papua New Guinea to sign an agreement with its government to help the country set up a credit guarantee institution there," he said.

He was speaking to reporters after the launch of CGC's book titled "Catalysing SME Growth" by Bank Negara Malaysia Deputy Governor Datuk Muhammad Ibrahim here Friday.

Also present was CGC's newly appointed chairman Datuk Md Agil Mohd Natt.

The book aims to create a better understanding of CGC's role amongst its stakeholders particularly in small and medium enterprises (SMEs).

It documents CGC's role in promoting the growth and development of SMEs through its guarantee schemes over the last 40 years.

The corporation has consistently been looking out for innovative ways to improve the SMEs outreach especially in the financing of smaller businesses.

To date, CGC had guaranteed a total of RM51.4 billion of loans benefitting more than 420,000 SMEs.

Wan Azhar said CGC was on track to achieve RM2 billion loans guarantee in 2013 against RM1 billion recorded last year.

"For the first half of this year, we achieved over RM500 million (of loans guaranteed). After the election, it has picked up.

"I estimate (the loans guarantee) to benefit 8,000 to 9,000 new SMEs," said Wan Azhar.

Pengarah Urusan dan Ketua Pegawai Eksekutifnya, Datuk Wan Azhar Wan Ahmad, berkata CGC juga menyasarkan untuk berbuat demikian di Timur Tengah dan Afrika memandangkan minat yang di diperlihatkan terhadap sistem jaminan kredit Malaysia.

Turut hadir ialah Pengerusi CGC yang baru dilantik, Datuk Md Agil Mohd Natt.

Buku itu bertujuan memberikan pemahaman yang lebih mendalam tentang peranan GCC di kalangan pihak-pihak berkepentingan, khususnya perusahaan kecil dan sederhana (PKS).

Ia mendokumentasikan peranan GCC dalam menggalakkan pertumbuhan dan pembangunan PKS melalui skim-skim jaminan sejak 40 tahun lalu.

Perbadanan ini sentiasa mencari cara yang inovatif untuk meningkatkan bantuan kepada PKS terutamanya dalam pembiayaan perniagaan-peniagaan kecil.

Setakat ini, GCC telah menjamin pinjaman berjumlah RM51.4 bilion yang memberi manfaat kepada lebih 420,000 PKS.

Wan Azhar berkata GCC berada di landasan ke arah mencapai sasarannya untuk menjamin pinjaman bernilai RM2 bilion pada 2013 berbanding RM1 bilion yang dicatatkan tahun lepas.

"Bagi enam bulan pertama tahun ini, kami mencapai lebih RM500 juta (pinjaman yang dijamin). Selepas pilihan raya, jumlah ini meningkat.

"Saya menganggarkan (jaminan pinjaman ini) memberi manfaat kepada 8,000 hingga 9,000 PKS baharu," kata Wan Azhar.

CGC said Md Agil has vast experience in corporate and investment banking as well as Islamic financing.

He started his corporate career at Bumiputera Merchant Bankers Bhd as corporate finance manager in 1977.

Prior to his appointment, Md Agil was Maybank Investment Bank Bhd managing director/chief executive officer from November 2000 to August 2004.


Currently, he sits on the boards of Manulife Insurance Bhd and Manulife Asset Management Services Bhd.

Dalam satu kenyataan di sini Khamis, CGC berkata Md Agil mempunyai pengalaman meluas dalam perbankan korporat dan pelaburan serta pembiayaan korporat dan Islam.

Md Agil ialah pengarah urusan/ketua pegawai eksekutif Maybank Investment Bank Bhd, dari November 2000 hingga Ogos 2004, katanya.

Pada masa ini, beliau berada dalam barisan lembaga Manulife Insurance Bhd dan Manulife Asset Management Services Bhd, masing-masing sebagai pengerusi bukan eksekutif bebas dan pengarah bukan eksekutif bebas.

CGC expects growth to pick up after slow start

He said the January to April period saw many distractions, but the agency considers this as an exceptional year, happening once in five years.

"We're going to pick up momentum (in financing SMEs post-GE13). Every year we see growth except for this year because of the (GE13) distractions, which is understandable. It's no secret that the election and the period of campaigning has had an effect on our business activity," he told a press conference after the Top SME Supporter Awards ceremony here yesterday.

Wan Azhar said CGC is expecting to double its guarantee cover on new loans this year to RM2 billion from RM1.1 billion in 2012.

He added that the importance of SMEs as a contributor to economic growth is clear and nothing will be done contrary to that agenda.

"SME growth will continue to be a prominent feature. I don't see any cutback in terms of SME allocation."

He also said CGC, over and above availing access and providing guarantee, is moving towards its second-level agenda to turn more borrowers into bankable borrowers.

"These borrowers may not require CGC guarantee but we want to make them more bankable. It will allow those (with good credit standing, more bankability) to be able to negotiate with banks on better rates, better facilities on reduced cost."

He said there was significant growth in terms of lending to SMEs last year and CGC is seeing less and less of dependency on government support to get financing.

"With better credit standing by SMEs and better bankability, SMEs require less amount of guarantee cover. We're looking at 65% to 75% of guarantee cover compared with 80% in the previous year," said Wan Azhar.

As at April 2013, CGC has approved 71 applications under the Green Technology Financing Scheme valued at RM900 million.

Wan Azhar said there has been a significant increase in the quality of loans based on its provision for claims on loans guaranteed in 2012, due to improved management of its loan quality which included several proactive and preemptive measures it has undertaken to address potentially delinquent loans, as well as assistance on loan restructuring and rescheduling of repayments extended to distressed borrowers.

Pengarah Urusan, Datuk Wan Azhar Wan Ahmad berkata walaupun pertumbuhan dalam fasa pertama agak perlahan, pertumbuhan yang baik dijangka menjelang akhir tahun.

"Setiap tahun, kami menjangkakan pertumbuhan positif. Bagaimanapun, kami mengandaikan tahun ini sebagai tahun luar biasa kerana PRU hanya berlaku dalam setiap lima tahun," kata beliau dalam taklimat media di sini.

Wan Azhar berkata setakat April 2013, CGC telah meluluskan 71 permohonan bernilai hampir RM900 juta di bawah Skim Pembiayaan Teknologi Hijau.

Pada 2012, terdapatnya kenaikan yang signifikan dalam kualiti pinjaman berdasarkan kepada peruntukan untuk tuntutan ke atas pinjaman yang dijamin dalam 2012, kata beliau.

"Ini terutamanya disebabkan pengurusan yang lebih baik untuk pinjaman berkualiti kami termasuk langkah-langkah proaktif dan dahuluan bagi menangani pinjaman yang berpotensi untuk tertunggak.

Lima bank -- Standard Chartered, Public Bank, OCBC Bank, RHB Bank and Alliance Bank -- merupakan peserta aktif dalam skim jaminan portfolio CGC.

Wan Azhar berkata CGC telah menjalin kerjasama baharu dengan rakan-rakan perbankan untuk menawarkan pilihan pembiayaan inovatif dan saluran penyampaian bagi meningkatkan akses PKS kepada pembiayaan, dan telah berjaya menubuhkan lebih daripada 420,000 PKS, dengan menjamin hampir RM51.4 bilion.

CGC sasar perniagaan meningkat selepas PRU-13

Pengarah Urusannya, Datuk Wan Azhar Wan Ahmad, berkata pertumbuhan jaminan pembiayaan yang dicatatkannya dalam empat bulan pertama tahun ini sedikit menurun berbanding pada tempoh yang sama tahun lalu memandangkan kegiatan perniagaan yang agak perlahan disebabkan keadaan tidak menentu menjelang PRU-13.

CGC bukan saja menumpu kepada menyediakan jaminan pembiayaan kepada PKS, malah memastikan syarikat terbabit mempunyai kedudukan kewangan yang kukuh serta berada dalam kedudukan untuk berunding dengan bank bagi mendapatkan kemudahan pembiayaan pada kadar yang terbaik," Wan Azhar Wan Ahmad, Pengarah Urusan Credit Guarantee Corp Malaysia Bhd 

Bagaimanapun, katanya penurunan hanya dari segi jumlah jaminan pembiayaan, tetapi dari segi nilai ia masih menyamai angka tahun lalu.

“Setiap tahun kami menjangkakan pertumbuhan yang positif. Bagaimanapun, kami sudah mengambil kira 2013 ini sebagai tahun yang berbeza kerana pilihan raya.

“Kami menjangkakan momentum aktiviti perniagaan akan kembali meningkat selepas pilihan raya berakhir,” katanya pada sidang media selepas Mesyuarat Agung Tahunan (AGM) dan Majlis Penyampaian Anugerah Penyokong Utama PKS ke-18 CGC di Petaling Jaya, semalam. Yang turut hadir ialah Pengerusi CGC, Datuk Seri Abdul Hamidy Abdul Hafiz.

CGC menyasarkan untuk menyediakan jaminan bagi pembiayaan baru berjumlah RM2 bilion tahun ini, meningkat sekali ganda berbanding kira-kira RM1 bilion pada 2012.
Sasaran itu ditetapkan berdasarkan kerancakan aktiviti perniagaan dalam kalangan PKS di samping peningkatan mutu pembiayaan kepada syarikat terbabit.

Peningkatan ketara

Wan Azhar berkata, terdapat peningkatan ketara dari segi mutu pembiayaan PKS tahun lalu bersandarkan kepada peruntukan bagi tuntutan pinjaman yang dijamin.

“Pada asasnya ini disebabkan pengurusan mutu pinjaman CGC yang bertambah baik, termasuk beberapa langkah proaktif untuk menangani masalah pinjaman yang berpotensi gagal dijelaskan,” katanya sambil menambah kadar pinjaman tidak berbayar (NPL) CGC kini kurang daripada empat peratus.

Beliau berkata, CGC kini sedang memasuki agenda kedua penubuhannya iaitu menjadikan PKS sebagai syarikat yang berdaya maju serta mampu mendapatkan akses pembiayaan dengan bank.

“CGC bukan saja menumpu kepada menyediakan jaminan pembiayaan kepada PKS, malah memastikan syarikat terbabit mempunyai kedudukan kewangan yang kukuh serta berada dalam kedudukan untuk berunding dengan bank bagi mendapatkan kemudahan pembiayaan pada kadar yang terbaik,” katanya.

Bentuk pakatan baru

Bagi meningkatkan akses pembiayaan kepada PKS, Wan Azhar berkata CGC telah membentuk pakatan baru dengan lima rakan perbankan untuk menawarkan lebih banyak opsyen pembiayaan serta saluran penyampaian.

“Kami membentuk pakatan strategik dengan lima bank untuk menawarkan skim jaminan portfolio inovatif CGC yang terbukti berkesan dari segi kos dan sistem penyampaian yang cekap dengan tempoh kelulusan lebih pantas,” katanya.

Buat masa sekarang, lima bank iaitu Standard Chartered, Public Bank, OCBC Bank, RHB Bank dan Alliance Bank adalah peserta aktif skim jaminan portfolio CGC.

Close watch on NBFIs: BNM

PETALING JAYA (March 22, 2013): Bank Negara Malaysia (BNM) is closely monitoring the lending practices of non-bank financial institutions (NBFIs) such as Bank Rakyat Bhd and Malaysia Building Society Bhd (MBSB), particularly those that lend to the lower-income segments, as a spike in personal financing loans has raised alarm bells.

In its Financial Stability and Payment Systems Report 2012, the central bank said it has increased the intensity of its supervisory reviews of NBFIs under its regulatory purview.

It now requires NBFIs to enhance the calculation of debt service ratios by including repayments which are not part of automatic salary deduction and to review the features of of its lending products, including repayment tenure, that are likely to encourage irresponsible and imprudent borrowing by households.

About 80% of personal financing by NBFIs are to salaried households in the government services based on an automatic salary deduction scheme administered by Biro Perkhidmatan Angkasa (BPA).

This has also seen it engage with the Cooperative Commission of Malaysia (SKM) and the board and senior management of larger NBFIs which are not currently under any form of regulatory oversight.

The recent passage of new legislation and the amendments to the Central Bank of Malaysia Act 2009 empowers the central bank to address risks from entities outside of its regulatory perimeter.

While NBFIs and the development financial institutions (DFIs) accounted for only about 12% of total credit to the household sector, collectively they provide a 57% share of personal financing credit to households and it has been increasing significantly.

Personal financing as a share of household debt increased to 17% from 16% in 2011, as result of this.

"On average there is no concern on household debt but the lower income group RM3,000 and below increasingly become over leveraged not only on assets like cars and houses, but personal loans. This is where the concern arises," BNM Governor Tan Sri Zeti Akhtar Aziz told a media briefing in conjunction with the release of BNM Annual Report and Financial Stability and Payment Systems Report 2012 on Wednesday.

Last year, the three largest NBFIs, comprising a DFI, a large cooperative and a building society, expanded at a faster rate of 23.1%.

The strong credit was primarily driven by the increase in personal financing activity which rose at its fastest pace to date by 30%. In 2011, it grew by 25.11%.

In 2012, the average financing amount for personal financing facilities by NBFIs stood at RM68,000, up 26% from 2011 and 30.2% higher than average personal financing facilities by banks.

The proportion of new personal financing facilities for amount exceeding RM100,000 also increased significantly to 26% of total new facilities approved (2011:15%).

BNM found that in order to comply with salary deduction thresholds (BPA has it at 60% of total income), financing packages allowed for extended repayment tenures or in some cases bullet repayment principal and interest upon reaching retirement.

"The long maturity of the financing portfolio by NBFIs (of up to 20-25 years for personal financing) vis-a-vis shorter term funding sources (largely deposits with maturity of not exceeding 12 months) gives rise to material funding mismatch and liquidity risk," BNM said.

As at end of 2012, the loan-to-deposit ratio for these NBFIs ranged between 77% and as high as 125%.

The low reliance on bank borrowings of abut RM2.6 billion or 1.4% of banking system capital base however limits the potential spillove of risks from the NBFIs to the banking system.

BNM said NBFIs practices have encouraged the build-up of leverage among low income households and spending beyond their means.

In 2012, non-performing loans for NBFIs remained low at 1.6% compared with 1.8% for personal financing in the banking system.

CGC Set To Guarantee RM2 Billion In New Loans This Year

Its Managing Director and Chief Executive Officer, Datuk Wan Azhar Wan Ahmad said he was certain the corporation would surpass last year's loan figures, which was in excess of RM1 billion new loans, benefitting 3,000 customers.

"With the participation of five financial institutions, namely Alliance Bank, Standard Chartered Bank, OCBC Bank, RHB Bank and Public Bank, there will be more products in the pipeline for small and medium enterprises (SMEs)," he said to reporters at the signing of a strategic alliance agreement between CGC and Alliance Bank Bhd, here today.

Starting with a tranche size of RM50 million, the portfolio guarantee aims to assist small businesses by providing loans for working capital as well as asset acquisition.

CGC would be providing 70 per cent guarantee cover of the approved total principal amount taken by SMEs and would assist to verify the credibility of applicants in consultation with Alliance Bank, he said.

Wan Azhar said the minimum loan quantum under the portfolio guarantee is RM100,000 and the maximum is RM300,000 per SME customer at a fixed loan tenure of five years.

Applications can be made at any Alliance Bank branch nationwide under the Small Biz Express Scheme.

He said with pre-determined eligibility criteria, CGC has been able to provide approvals within three days upon receipt of the application from the participating financial institutions.

"The current approval rate is almost 90 per cent , which is relatively higher compared with our other schemes due to the efficiency of the process flow," said Wan Azhar.

Under this scheme, SMEs do not need collateral and track record, unlike commercial institutions, such as banks, that have to consider those risks, he said.

Wan Azhar hoped that once borrowers get into CGC guarantee scheme, they would be able to build their track record, and with this, they don't have to rely too much on government support.

"Our advantage is that CGC goes down to the smaller types of loan and the impact is greater in terms of the number of borrowers.

"Unlike commercial banks, our key performance indicators (KPI) are number-driven and more focused on the growth of SMEs to access financing. With the emergence of our scheme, it is designed to bring in the numbers," he said.

Creating access to these funds was the issue and not the fund availability which is in abundance currently, he added.

CGC was established in July 1972 to assist SMEs, especially those without or with inadequate collateral and track record to obtain credit facilities from financial institutions by providing guarantee cover on such facilities.

The corporation has cumulatively guaranteed more than 420,000 loans valued at close to RM51 billion since its establishment.

Pengarah Urusan merangkap Ketua Pegawai Eksekutifnya, Datuk Wan Azhar Wan Ahmad, berkata beliau pasti syarikat itu akan dapat menjamin pinjaman baharu bernilai RM1 bilion lebih tinggi daripada angka-angka pinjaman tahun lepas, dan memberi faedah kepada 3,000 pelanggan.

"Dengan penyertaan lima institusi kewangan, iaitu Alliance Bank, Standard Chartered Bank, OCBC Bank, RHB Bank dan Public Bank, akan ada lebih banyak produk dalam perancangan bagi perusahaan kecil dan sederhana (PKS)," katanya kepada pemberita pada majlis menandatangani perjanjian perikatan strategik antara CGC dan Alliance Bank Bhd, di sini, Rabu.

Jaminan portfolio yang bermula dengan saiz tranche RM50 juta itu bertujuan membantu perniagaan-perniagaan kecil dengan menyediakan pinjaman bagi modal kerja serta pembelian aset.

CGC akan memberikan perlindungan jaminan 70 peratus daripada jumlah keseluruhan pinjaman pokok diluluskan yang diambil oleh PKS dan akan membantu untuk mengesahkan kredibiliti pemohon setelah berunding dengan Alliance Bank, katanya.

Wan Azhar berkata jumlah minimum pinjaman di bawah jaminan portfolio ialah RM100,000 manakala jumlah maksimum ialah RM300,000 bagi setiap pelanggan PKS dengan tempoh pinjaman tetap selama lima tahun.

Permohonan boleh dibuat di mana-mana cawangan Alliance Bank di seluruh negara di bawah Skim Ekspres Perniagaan Kecil.

Kata beliau dengan kriteria kelayakan yang telah ditentukan terlebih dahulu, CGC telah dapat memberikan kelulusan dalam tempoh tiga hari selepas menerima permohonan daripada institusi kewangan yang mengambil bahagian.

"Kadar kelulusan semasa ialah hampir 90 peratus, iaitu lebih tinggi berbanding skim-skim kami yang lain, hasil daripada kecekapan aliran proses," jelas Wan Azhar.

Di bawah skim ini, PKS tidak memerlukan kolateral dan rekod pencapaian, tidak seperti institusi-institusi komersial seperti bank, yang perlu mempertimbangkan risiko-risiko itu, tegas beliau.

Wan Azhar berkata apabila peminjam menyertai skim jaminan CGC ini, mereka akan dapat membina rekod pencapaian mereka, dan dengan ini, mereka tidak perlu terlalu bergantung kepada bantuan kerajaan.

"Kelebihan kami ialah CGC memberikan pinjaman yang lebih kecil tetapi impaknya lebih besar dari segi bilangan peminjam.

"Berbeza dengan bank-bank komersial, petunjuk prestasi utama (KPI) kami adalah didasarkan kepada pertambahan bilangan PKS yang mendapat kemudahan pembiayaan," katanya.

Mewujudkan kemudahan mendapatkan dana-dana ini merupakan perkara utama, bukan ketersediaan dana, yang sememangnya banyak sekarang, katanya.

CGC ditubuhkan pada Julai 1972 untuk membantu PKS, terutamanya yang tiada kolateral atau tidak mempunyai kolateral yang mencukupi dan rekod pencapaian untuk mendapatkan kemudahan kredit daripada institusi-institusi kewangan, dengan menyediakan perlindungan jaminan bagi kemudahan-kemudahan demikian.

Syarikat itu telah memberikan perlindungan jaminan kepada lebih 420,000 pinjaman bernilai hampir RM51 bilion sejak penubuhannya.
