KUALA LUMPUR, Jan 29 (Bernama) -- The Malaysian Associated Indian

The micro-financing package announced on Jan 28 is now available at all the bank's branches nationwide and from RM1,000 to RM50,000 with a 2.5 per cent service fee.
In a statement Tuesday, MAICCI President, Datuk K.K. Eswaran said the move provided a "second lease of life" for many small business entrepreneurs, who had been unable to expand their business due to being blacklisted by CTOS or CCRIS.
Eswaran said the organisation had voiced its concern on the blacklisting issue during a courtesy call on Prime Minister Datuk Seri Najib Tun Razak in May last year.
"We later presented to him a detailed memorandum highlighting the importance of waiving the CTOS and CCRIS credit reference check, that would benefit many entrepreneurs who were being blacklisted mainly for standing as guarantors," he added.

‘Mahram perlu ikut umrah’

Kerajaan Arab Saudi sendiri,” katanya.
Beliau berkata demikian pada sidang media selepas menyampaikan Bantuan Khas Awal Persekolahan RM100 kepada pelajar Sekolah Menengah Agama (SMA) MAIWP di Masjid Saidina Othman Ibn Affan di sini, semalam.
Seramai 440 pelajar tingkatan satu hingga lima SMA-MAIWP menerima bantuan berjumlah RM44,000.

BPMB to go big in credit wrap facility
KUALA LUMPUR: Bank Pembangunan Malaysia Bhd (BPMB) wants to
aggressively promote its credit wrap guarantee facility for corporations
to raise funds via the bond market this year.
Source from (Business Times): http://www.btimes.com.my/Current_News/BTIMES/articles/benkp/Article/
Published: January 29, 2013
Its president/managing director Datuk Zafer Hashim said with a high risk weighted capital ratio of 34 per cent and being a triple A-rated bank, BPMB is in the right position to offer credit wrap facility.
He said corporations seeking financing for long-tenure projects can leverage on the bank's AAA rating and tap the bond market to issue bonds.
Zafer said with the bank having no access to retail market, the cost of fund is on average higher by two percentage points than commercial banks.
"That is why for us to give direct lending, the rate that we charge may not be attractive. But by providing credit wrap, the corporations can access the bond market directly," he said in an interview with Business Times here recently.
He said BPMB had tested this market last year with a RM150 million facility and the party involved had issued bonds based on the bank's credit wrap.
"So this year, we want to go big in this offering for projects that require financing of more than 15 years. The room that we can do credit wrap is just huge."
Zafer said this is the direction the bank is heading for in 2013 as it supports quite a number of government projects.
"Many more infrastructure projects are coming on stream in 2013, such as highways and Private Finance Initiatives. Our position is quite robust."
Zafer, who has been at the helm of BPMB since August 2009, said the bank's assets have grown by about seven per cent until 2011 and it projects the figure to close the financial year ended December 31 2012 at RM33 billion.
For the year ended December 31 2011, the bank posted a 20 per cent year-on-year increase in net profit to RM462 million due to higher income from loans and advances.
It registered a six per cent gross loan growth, largely contributed by loan disbursement to infrastructure projects totaling RM2.9 billion.
The total equity of the group increased to RM7.4 billion as at December 31 2011.

New Financial Services Act will give regulators more power for governance and checks and balances
THE new Financial Services Act (FSA) that will come into effect soon is a
step in the right direction to strengthen the country's financial
sector. It gives financial regulators stronger and tougher powers aimed
at creating better governance and checks and balances among Malaysia's
financial institutions.

We are all only too aware of the shenanigans that had taken place among the major international banking groups that led to the 2008 financial crisis that wreaked so much havoc.
To be sure, Malaysia already has a dynamic financial system, which has evolved in response to changing domestic and international trends. The FSA is part of the authorities' continuous improvement of regulating the local financial sector. It aims to provide a more uniformed framework in regulating the conventional banking sector, insurance and payment systems.
The FSA will replace several existing acts, including the Banking and Financial Institutions Act 1989 (Bafia), the Exchange Control Act 1953, the Insurance Act 1996 and the Payment Systems Act 2003.
Prior to this, the 1989 Bafia, which governs the local banking sector, had replaced the Banking Act 1973 and the Finance Companies Act 1969.
Economic and financial challenges will keep on growing with globalisation, and as the country looks to leapfrog into a high-income and developed nation status by 2020, the financing needs of the economy is expected to rise further and become increasingly more complex and diversified.
For this, a much stronger and integrated framework for the banking and finance sector is necessary to counter future risks in financial stability.
The aim of better regulation is to bring about more transparency, accountability and governance. Another goal is in making sure institutions have sufficient assets to meet their obligations.
Although the full implications of the FSA is still unclear at the moment the central bank is in the process of engaging the various stakeholders of the financial services sector some aspects of it are clear: It will give the central bank broader oversight over financial holding companies (FHC) that currently do not come under its purview.
Bafia regulates individual banking entities within these groups like the commercial and investment banks but not the FHC itself. But under the new framework, the FHC would be subjected to the same regulatory requirements as the banks under them, ie, prudential standards will be imposed, requiring them to retain more capital.
This, according to Maybank Investment Bank Research in a recent note, will impact FHCs like Affin Holdings Bhd, Alliance Financial Group Bhd, AMMB Holdings Bhd, BIMB Holdings Bhd, CIMB Group Holdings Bhd, Hong Leong Financial Group Bhd and RHB Capital Bhd.
More importantly, the new Act seeks to address concerns of the “double leverage” approach, where the FHC borrows money and, in turn, pumps it into the operating banks as equity. The recent move to take Hong Leong Capital Bhd private, according to some analysts, is perhaps part of a move to streamline and restructure the operations under the Hong Leong umbrella ahead of the new Act.
No doubt, the new FSA, which will come into affect this year, would be giving banking groups more work to reorganise and better capitalise themselves. But the stricter requirements will bode well for Malaysia's financial and banking system in the long run.
Here's another thing that the FSA is going to bring about: stricter penalties for financial crimes. It has been reported that the new Act will see a revision in the quantum for monetary penalties from the current maximum of RM10mil to RM50mil. It is also said to involve provisions of enforcement instruments for more effective enforcement.
Considering what has happened with errant banking groups in the West, this surely will be another welcomed move by all those concerned about the health of the financial sector.
l Deputy news editor Gurmeet Kaur hopes that in meeting the stricter requirements imposed by the upcoming FSA, financial institutions do not end up passing additional costs to consumers.

IPOH 13 Jan.

- BERNAMA

Chairman Datuk Idris Haron said the application process for the scheme would differ as the terms and conditions for application was set by SPNB and the commercial banks.
"He said banks and SPNB would decide on an applicant's eligibility and one's financial standing should be better than before when the scheme was handled by SPNB," he told reporters at an SPNB event.
Idris said those blacklisted under the Credit Tip-Off Service Sdn Bhd (CTOS) and the Central Credit Reference Information System (CCRIS) would not be eligible for any loan.
"Banks will only grant loans to a blacklisted applicant after he clears his status with CTOS and CCRIS. If a bank grants loans to blacklisted applicants, they are flouting Bank Negara's regulation," he added.

Pembeli boleh mohon pinjaman mulai tahun ini
Datuk Idris Haron, berkata empat bank sudah bersetuju menjadi ahli panel bagi pembiayaan rumah berkenaan iaitu Maybank, CIMB, Bank Islam dan Bank Rakyat.
Katanya, rumah RMR1M dibina SPNB berharga RM65,000, tetapi pembeli hanya perlu membayar RM45,000 kerana RM20,000 adalah subsidi kerajaan.
“Proses mendapatkan pembiayaan agak cerewet, tapi tidak sukar selagi pemohon mempunyai rekod pengurusan kewangan peribadi yang bersih. Pemohon hanya perlu pinjam RM45,000 dengan dua peratus faedah ditanggung kerajaan,” katanya selepas Majlis Ramah Mesra Rakyat Bersama SPNB di Rancangan Perumahan Tersusun (RPT) Batu 10 Ulu Chepor, Chemor, dekat sini semalam.
Atasi NPL

TH Heavy wrapping up 81ha land buy soon?
Business Times was told that an announcement on the matter is expected to be made by as early as next week. "At this point, there are two options on the table. One is for THHE to buy the land directly, while the second option is for Tabung Haji to acquire the land and lease it to THHE," said a person with direct knowledge on the matter.

While the land purchase is not expected to draw market interest, the rationale behind the purchase could put THHE on investors' radar.
It is understood that THHE plans to set up an offshore oil and gas fabrication yard in Port Klang to help service the needs of national oil and gas company, Petroliam Nasional Bhd.
"Since MISC Bhd scaled down its oil and gas fabrication business, Petronas needs to fill the vaccum," said the source.
In 2008, MISC, via its unit MSE Holdings Sdn Bhd, aborted a proposed RM3.2 billion reverse takeover THHE, "due to unsatisfactory due diligence findings".
Meanwhile, Business Times was told by a person familiar with the inner workings of the THHE board of directors that there could be changes soon in the company's directors line-up.
"The potential new investors in THHE have asked for board representation in the company as they intend to help it become the country's top fabrication firm," said the source.
Late last year, McDermott International Inc of the US formalised a joint venture to provide a broad spectrum of marine construction services to the Malaysian and Asia Pacific- offshore oil and gas industries.
The agreement could see a 30 per cent share swap between Berlian McDermott Sdn Bhd, the local arm of McDermott International, and TH Fabricators Sdn Bhd in a deal worth US$25.4 million (RM77 million).
The agreement also includes the formation of two local companies offering engineering, procurement and project management services, in which McDermott and THHE will have equal ownership.
The deal, however, will have to be approved by THHE investors at an extraordinary shareholders meeting, which is expected to take place as early as next month.
Since the upliftment of its Practice Note 17 status three months ago, THHE and its partners have bagged a job worth US$289.46 million (RM877 million) from India's state-owned Oil and Natural Gas Corp Ltd.
It is estimated that THHE currently has an order book of RM200 million, while jobs it has tendered for stand at between RM1.2 billion and RM1.4 billion.

BPMB to retain RM100m dividend payout to govt
BANK Pembangunan Malaysia Bhd (BPMB) does not expect to do as good in 2012 as it did the year before due to some impairment charges, but a dividend payout of RM100 million to the government will likey be maintained.

Its president/managing director Datuk Zafer Hashim said even though loan approvals for 2012 were very high at RM5 billion, for projects under the Economic Transformation Programme, the bank will still not be able to match its earnings in 2011.
"We'd be making slightly lower profit in 2012 but it must be said that as a development bank, financial targets are not our sole Key Performance Indicators (KPI) but more so whether we have carried out our mandate to assist the government in pursuing its development agenda," he said.
He said a dividend payout of RM100 million in the last 3 years to the government is one KPI the bank is proud of with another being able to play its role as a catalyst for the concept of Private Finance Initiative (PFI) in Malaysia, a new financing approach which most commercial banks prefer to shy away from.
"The fact that we have been a catalyst for PFI projects we can be
proud that to a certain extent we have assisted the govt in actually
movoing forward one (of its) development agenda. That is a KPI on its
own," Zafer said , here recently.
BPMB made a net profit of RM462 million in the financial year ended December 31 2011 from RM369 million in 2011 on higher loans to government-backed projects.
He said 2012's earnings will be impacted by impairment charges of RM120 million on its investments on the mid-range chemical tankers through its subsidiary Global Maritime Ventures Bhd.
"The tanker market has been depressed for the last few years and we do not see a turnaround in 2013 either," he said adding that the bank is also doing some provisioning for some legacy account.
A 10.5 per cent gross non-performing loans (NPL) is expected in 2012 from 12 per cent in 2011 while this year, the bank is targeting it to go down to 8.8 per cent.
Zafer said had it not been for the adoption of new provisioning policy under a new accounting standard called FRS 139, the bank's gross NPL would have stood at 4 per cent.
(FRS 139 calls for an annual account assesment whether or not borrowers have paid or not which leads to a higher number of provisions).
On the amount of loans the bank has approved inn 2012, he said :
"Thanks to the ETP projects, our approval side has been good and we expect to close the year at about RM5 billion which cut across all our main four sectors, infrastructure, maritime, oil and gas and technology."
Infrastructure however remained BPMB's main sector which constitutes more than 60 per cent of its loan portfolio, followed by oil and gas and maritime sectors.
Technology sector, said Zafer has been somewhat slow despite government's push on green technology with the take-up rate for the Green Tech Fund has been slow.
He conceded that it's not easy for banks to approve loans for technology sector even under the Green Tech fund, primarily due to its "greenfield" nature.
"There are a lot of projects that can be technologically viable but it takes greater discipline for that project to be commercially bankable," said Zafer adding that technology projects usually need a robust analysis of risks to see their bankability.
On PFI projects, he said the bank has approved some RM2.5 million of loans over the last 2 years and the bank, he said "takes pride for being a major catalyst of PFI."
He explained that being involved in PFI projects is not an easy task as the financier is also the quasi-developer of the project.
